Hiroyuki (Hiro) Yokoi has worked in international development for more than 15 years. His primary focus areas are urban development, transportation, and disaster risk management in East Asia and the Pacific, South Asia, and sub-Saharan Africa. He has worked on more than 100 projects, including large-scale lending projects and technical assistance.

He has been with IEG since 2018, working on various thematic evaluations, including managing urban spatial growth, municipal solid waste management, and energy efficiency. He co-led a project performance evaluation on Colombia Programmatic Productive and Sustainable Cities Development Policy Loans. Hiro's focus in evaluation is on geospatial analysis and machine learning, and he led the spatial analysis of horizontal and vertical changes of the urban areas in Mozambique Maputo Municipal Development Program.

Hiro is seconded from Japan International Cooperation Agency (JICA) where he led numerous projects and also has field experience in Cambodia. He holds a master's degree in public administration from the John F. Kennedy School of Government at Harvard University.
