Felix is a Ghanaian national who joined the Bank in 2010 as an Economist working in PREM (now Macro and Fiscal Management) responsible for Ghana. Before joining the Bank he worked as a Senior Economist in the Ministry of Finance and Economic Planning of Ghana for nearly 10 years. 

Felix has extensive experience with preparation of macroeconomic frameworks, design of budget support operations, fiscal policy analysis, and working with partners in Multi-Donor Budget Support operations. He has also worked in the Tax Policy Unit of the Ministry of Finance of Ghana. Felix also has extensive operational experience within the Bank on both program and project lending, and in-depth knowledge in government budgeting, debt sustainability analysis, tax issues and fiscal incidence analysis.

Felix holds a PhD in Tax Policy from University of Pretoria, South Africa. He also has a Master of Philosophy in Economics from University of Ghana, and a Master of Economic Policy Management from UN- African Institute for Economic Development and Planning, Dakar, Senegal. He has worked on many countries, such as Chad, Benin, Belize, Ghana, Poland, Serbia, Albania, Argentina, Sierra Leone, Burkina Faso as well as Mozambique.
